The Problem

Government's own numbers show why tender winners need capital.

R43.6 bn
Outstanding invoices owed to SMEs by national and provincial departments — National Treasury, 2024/25.
R18.2 bn
Invoices unpaid for more than 30 days. Nearly half of all outstanding government payables.
+28%
Year-on-year increase in late payments. The problem is getting worse, not better.
150 days
Average payment cycle for infrastructure tenders. Some departments exceed 200 days.
How We Fund It

An award letter is not security. An asset is.

Why we ask for collateral

Most tender-finance providers lend against the contract itself — the award letter, the purchase order, the cession of receivables. That means their risk is the government department paying on time. Ours is not.

We secure the loan against an asset you already own: property, yellow metal, or a listed portfolio. The tender proceeds repay the loan when they arrive, but if they are delayed — and the numbers above show they often are — you are not in default and we are not chasing you.

The result is a faster decision (we are underwriting the asset, not the department), a lower rate (the asset de-risks the facility), and no cession of your contract receivables.

What this is not

  • Not purchase-order finance — we do not pay your suppliers directly or take cession of the contract.
  • Not invoice discounting — we do not buy your receivables at a discount.
  • Not a guarantee or performance bond — we provide cash, not paper.
  • Not BEE-dependent — your BEE level does not affect approval.
  • Not sector-restricted — construction, IT, cleaning, security, catering, transport — any awarded tender qualifies.

Eligibility

Who qualifies for tender financing

01

An awarded tender or signed contract

You must have a letter of award, purchase order, or signed contract from a government department, state-owned entity, municipality, or a corporate with investment-grade credit.

02

A South African entity

The borrower must be a company, close corporation or trust registered in South Africa. Sole proprietors considered where the contract is in their registered business name.

03

Security available (or a strong case without it)

Property, plant, vehicles or listed securities. If you have no security, we still consider applications where the awarding body has a strong payment record and the contract value exceeds R500,000.

04

No sequestration, business rescue or judgments

The entity and its directors must not be under sequestration, in business rescue, or subject to unsatisfied court judgments exceeding R50,000.

How to check any tender funder — including us

Check the NCR register

Every credit provider in South Africa must be registered with the National Credit Regulator. Our registration number is NCRCP7168. You can verify it at ncr.org.za.

Never pay an upfront fee

Section 90(2)(b) of the National Credit Act prohibits a credit provider from charging any fee before a loan is disbursed. If someone asks for an “arrangement fee”, “processing fee” or “insurance deposit” before you receive funds, it is fraud.

Verify before you sign

Ask for the company’s registered name, registration number, and physical address. Check them against the CIPC register at eservices.cipc.co.za. If anything does not match, walk away.

Questions

Frequently Asked Questions

Why do you need collateral for a tender loan? +

Because government payment cycles are unpredictable. Securing the loan against an asset you own means your facility does not depend on when the department pays. If payment is delayed — and the statistics show it often is — you are not in default.

What if I don't have any security to offer? +

We still consider applications. Select “None” in the security section of the application. Unsecured facilities are assessed case by case and typically carry a lower advance (up to R500,000), shorter term (1–6 months) and higher rate.

Can I use the same asset as security for more than one tender? +

Yes, provided the total facility does not exceed the asset’s LTV limit. If your property is worth R2 million and you have a R500,000 facility against it, you can apply for a second facility up to the remaining headroom.

Do you take cession of my contract? +

No. We do not take cession of your receivables, purchase orders or contract rights. The tender proceeds flow to you as normal. You repay the loan from those proceeds (or from any other source) when they arrive.

How quickly can I get funds? +

Same day, if you apply before noon with all documents. The main delay is usually the valuation of the security asset — for listed securities this is instant, for property it may take 24–48 hours.

What happens when the tender pays out? +

You repay the capital and any outstanding interest. The security is released the same day if repayment clears before 14:00. Many clients roll the facility into the next tender.

Is there a BEE requirement? +

No. Your BEE level does not affect approval. We are underwriting the security asset, not your transformation scorecard.

What documents do I need to apply? +

Letter of award or signed contract, company registration documents (CK1/CoR14.3), ID copies of directors, six months’ bank statements, and details of the security asset you are offering. See the application form for the full list.
